For those agencies seeking funding to build, strengthen or expand services to victims of violence, applications to federal pass-down funding via VOCA, VALE, VAWA and other Dept. of Justice grants tend to be the primary resource of funds. This funding is usually passed to the various states and your agency applies to the state for its share of the kitty.
